11 — Faith layer (axis + ten)

The classic ten commandments are an even ring. “Love the Lord your God with all your heart” is the CENTER (odd hinge) so the layer is eleven: axis-plus-ten, not an eleventh stacked rule. There is no twelfth tablet.

Neighbor-love is the second like the center — lived through the ring, not a competing center.
